Telecom spectrum news
North Macedonia
The Agency for Electronic Communications of North Macedonia has finalized the public tender procedure for the allocation of radiofrequency spectrum in the 700 MHz, 1800 MHz and 3.5 GHz bands. The spectrum is intended for the provision of public mobile electronic communications networks and services across the entire territory of the country.
Introduction of a New Mobile Operator
The completed tender marks the formal entry of a new mobile network operator into the North Macedonian telecommunications market. Through this decision, spectrum resources have been allocated specifically to enable the establishment and operation of a new nationwide public mobile network.
Outcome of the Public Tender
Following the evaluation of submitted offers, One Macedonia Telecommunications DOOEL Skopje was selected as the sole qualified bidder. The submitted proposal met all legal, technical and financial requirements defined in the tender documentation, allowing the company to enter the market as a new mobile service provider.
Allocated Frequency Bands for the New Entrant
The decision awards the new operator nationwide spectrum usage rights across three strategically important frequency ranges. The combination of low-, mid- and capacity-oriented bands provides a balanced spectrum portfolio suitable for both wide-area coverage and high-capacity mobile services.
| Frequency band | Frequency range | Bandwidth | Licence designation |
|---|---|---|---|
| 700 MHz | 703–713 / 758–768 MHz | 2×10 MHz (FDD) | A1 |
| 1800 MHz | 1775–1785 / 1870–1880 MHz | 2×10 MHz (FDD) | B1 |
| 3.5 GHz | 3.5–3.6 GHz | 100 MHz (TDD) | C1 |
Licence Validity Periods
The awarded spectrum usage rights are issued for different durations, reflecting the long-term investment horizon required for a new market entrant to deploy and operate a nationwide mobile network.
- 700 MHz band (A1): 15 years
- 1800 MHz band (B1): 8 years
- 3.5 GHz band (C1): 15 years
Spectrum Fees and Market Entry Commitments
The allocation of spectrum to the new operator is subject to the payment of one-time spectrum usage fees, payable to the State Budget of North Macedonia. These payments represent a key financial commitment associated with market entry and long-term network deployment.
| Licence | Frequency band | Fee (EUR) |
|---|---|---|
| A1 | 700 MHz | 4,200,001 |
| B1 | 1800 MHz | 1,500,001 |
| C1 | 3.5 GHz | 2,320,001 |
| Total | 8,020,003 | |
Issuance of Spectrum Rights
The formal spectrum licences will be issued after confirmation of full payment of all required fees. Upon issuance, the new mobile operator will be authorized to deploy electronic communications infrastructure and provide public mobile services in accordance with national regulatory requirements.
Regulatory Framework
The tender procedure and final decision were conducted in line with national electronic communications legislation and applicable public tender rules. The decision entered into force on the day of its adoption and is considered final.
Impact on Competition and Market Structure
The entry of a new mobile network operator, supported by the allocation of spectrum across multiple frequency bands, is expected to strengthen competition in the mobile market. The decision creates the regulatory and spectrum foundation for expanded consumer choice, network investment and the development of advanced mobile broadband services nationwide.
