Finland
Finland has taken a decisive step in advancing wireless communications infrastructure with the official allocation of 450 MHz frequency band licenses. The Ministry of Transport and Communications (Liikenne- ja viestintäministeriö, MoTC) has successfully completed its award process, allocating long-term rights to operate within this band to two regional telecom providers.
Elisa Awarded Nationwide Spectrum Access (Excluding Åland)
Leading Finnish telecom operator Elisa has been granted access to 2×4.5 MHz of spectrum, specifically in the 452.43 MHz – 456.93 MHz uplink and 462.43 MHz–466.93 MHz downlink ranges. The license covers mainland Finland, excluding the autonomous Åland Islands.
This low-frequency spectrum is well-suited for long-range communications and is commonly used for utility networks, smart metering, and other critical applications.
Åland Region License Granted to Aland Telecommunications
For the Åland Islands, the local telecom provider Aland Telecommunications has been awarded the same spectrum block of 2 × 4.5 MHz. This ensures regional operators can independently support wireless communication infrastructure on the islands.
License Duration and Operational Timeline
Both licenses are valid until 31 December 2033. The spectrum will become operational from 22 June 2025, giving operators ample time to prepare for deployment, including network architecture planning and infrastructure rollout.
