Sweden’s telecoms regulator has decided to grant national licences to use radio transmitters in parts of the 1800 MHz band. The decision covers the frequency ranges 1755–1780/1850–1875 MHz and 1710–1720/1805–1815 MHz, with licence terms starting on 1 January 2028 and ending on 31 December 2054.

Applicants and Outcome

Applications were submitted by Hi3G Access AB, Net4Mobility HB, and Telia Sverige AB. Following the auction process, licences were awarded to Net4Mobility HB and Telia Sverige AB. The application submitted by Hi3G Access AB was rejected due to the absence of a winning bid.

The awarded spectrum holdings in the 1800 MHz band are as follows:

Auction and Fees

The auction for the relevant parts of the 1800 MHz band was conducted on 18 November 2025. Net4Mobility HB and Telia Sverige AB submitted the winning bids and are required to pay both an auction fee and an administrative processing fee.

Payment Schedule

Licence holders must pay the processing fee and 50 percent of the auction fee in connection with notification of the decision. The remaining 50 percent of the auction fee will be invoiced in mid-December 2027, in connection with the start of the licence period. All invoices must be paid within 30 days from the invoice date. Failure to pay the auction fee may result in revocation of the licence.

Appeal Information

The decision applies immediately and is served via public notice. Parties are deemed to have received the decision two weeks after the decision date. Any appeal must be submitted within the specified statutory deadline in order to be considered.
